Notes:

Tenders for tenancy plots are evaluated using a Price : Quality (PQ) tender method (i.e. 30% Price and 70% Quality). The tenderer with the highest PQ score will be awarded.

Tenders for leasehold plots are evaluated using a Concept and Price tender method. Tenders that meet the passing mark at the Concept stage, will cross into the Price evaluation stage where the highest price offer will be awarded the tender.

Temporary Occupation Licence (TOL) for Short-Term Use of Nursery Land

Overview of TOL Scheme

From 2 January 2027, eligible landscape companies (view the eligibility requirements in the Application Process section below) may apply for a Temporary Occupation Licence (TOL) to use designated NParks nursery land on a short-term basis for landscape project needs such as plant holding and tree banking.

The TOL duration will be for a period of one (1) year, with subsequent extensions subject to land availability.

The table below summarises the allowable and prohibited uses for TOL land.

The land shall be used for tree banking and plant holding; trees and plants must not be planted directly into the ground (e.g. to be planted in poly bags, pots, etc).
A maximum of two 40ft containers can be used for storage of planting materials and tools (e.g. poly bags, fertiliser, tools, hardscape materials, etc).
Above-ground water storage tanks.

The land shall not be used for:

Offices and/or workers' quarters
Construction of structures
Horticultural waste processing
Stockpiling of soil, sand, compost, wood waste or similar materials
Overnight parking of vehicles or machinery

Available TOL Plots

NParks will review the take-up and operational outcomes from the initial plots launched in 1Q/2027 before considering whether to launch more sites in the future.

Application Process

Who Can Apply?

Applicants must:

Be registered on the Landscape Company Register (LCR) for at least 2 years; and
Provide proof of an existing landscape contract valued at S$1 million or more.
